PLAN FOR AN INDEPENDENT GRADUATE SCHOOL OF COMPUTER SCIENCE
This is a plan for starting an Independent Graduate School of
Computer Science which we shall refer to as IGCS.
IGCS will have the following characteristics:
1. It will do research and teaching in computer science with a heavy
emphasis on research aimed at eventual practical application. It will offer
an educational program leading to the PhD.
2. The plan is to have faculty equal in quality to that at the best
universities. This is to be assured by providing good research opportunities,
good students, and appointment, tenure and promotion policies like those of
the best universities.
3. The ratio of research to teaching will be determined by the availability
of research scientists, good students and financial support. We expect to have
a higher ratio of research to teaching than universities.
4. IGCS will expand its activities on the basis of soft money betting
that its research will be of sufficient quality and practical importance to
obtain continued support.
5. There are no preconceived commitments as to what kinds of activities
are appropriate.
6. IGCS will be run by its faculty supplemented by whatever outside
advice and control is required to ensure that it remains dedicated to its
objectives. Thus it must keep up its academic standards and avoid internal
logrolling.
The justification for starting an institution like IGCS at the present
time is based on the following circumstances:
1. The good universities at present are committed to keeping their faculties
approximately constant in size. The basic reason for this is that the number of
undergraduate students will not increase for many years for demographic reasons.
2. The number of people capable of advancing science and eager to make
their careers doing so will continue to increase at least linearly.
3. It is to the country's advantage to increase the number of people doing
research especially applied research. Whether the country will see this is now
uncertain, and it depends on whether research produces results that are considered
worthwhile.
4. Therefore, the ratio of research activity to advanced teaching should
continue to increase.
5. All the advantages usually cited for carrying out research in the company
of educating students, especially graduate students, still apply. Namely, the
presence of the students improves the faculty research, students work very hard
on their theses, the difficulty in getting tenure keeps a higher quality faculty,
and the students benefit from the presence of active research.
